Accommodation establishments range widely, from those providing simple lodgings to others offering a plethora of supplementary services. To facilitate market organisation, furnish travellers with pertinent information regarding offered accommodation services, and uphold service safety, the Tourism Act specifies various types of accommodation enterprises, each subject to its distinct set of requirements.
The classification of an accommodation enterprise is determined by the enterprise offering the lodging service, which aligns with the description and associated requirements specified for that particular type of accommodation business. The classification of main types of accommodation companies is typically based on internationally established standards, including hotels, motels, guest houses, hostels, holiday villages and camps, holiday homes, guest apartments, and homestays.
Accommodation enterprises operating in Estonia are listed on the website visitestonia.ee. Until 30th June 2014, accommodation enterprises were required to register their activities in the Register of Economic Activities, which was abolished as of 1st July 2014. An enterprise providing accommodation services must ensure that its service meets the requirements established for the provision of accommodation services.
Accommodation enterprises who want to sell alcoholic beverages must submit a notification to the Register of Economic Activities. Accommodation enterprises that deal with catering must submit an economic activity notification to the Agriculture and Food Board.
Accommodation enterprises are supervised by local governments, the Health Board, the Rescue Board, the Police and Border Guard Board, and the Consumer Protection and Technical Regulatory Administration.
